Mission
The Harriet Tubman Foundation for Safe Passage fights for a robust framework of support, advocacy, business coaching, community network building and financial literacy to people and organizations working to achieve equity and justice in a system designed to sustain economic and spiritual oppression. Founded by Black women and family operated, Dr. Jesse Miller and her family have joined forces and are utilizing the years of experience, deep intuition and extensive networks to share resources with the community. Through collaborative programming and mutual aid networking this family foundation looks forward to navigating the end of systemic racism; and sharing their vision of a better future for Black lives.

Technical Assistance for Organizations
The Harriet Tubman Foundation is committed to uplifting small grassroots organizations that play a vital role in their local communities. Our program provides tailored support, including assistance with grant writing, guidance on program development, infrastructure improvement, and access to training that ensures the highest standards of quality are met.
Central to our program is an emphasis on professional development, equipping senior leaders with the cultural insight necessary to craft and implement strategies for economic resilience. This focus on technical assistance and capacity building is especially critical for communities that have been historically underfunded and disproportionately impacted by structural racism. By empowering these communities, we aim to reduce inequities and foster lasting change.

Re-entry Program
Comprehensive Transition Program
Thousands of adults are currently incarcerated in state prisons, many of whom will eventually return to our communities. With nearly half of these individuals being parents, the ripple effects of their reintegration are deeply felt by families and neighborhoods alike.
The foundation’s re-entry program is a comprehensive initiative designed to empower justice-involved individuals in Washington to successfully reintegrate into society. Our approach combines grassroots efforts with evidence-based practices to tackle the complex challenges faced by those reentering the community. By partnering with local organizations and community members, we develop a program tailored to the unique needs of each participant. Through extensive peer navigation services, targeted financial support, and a focus on life stabilization, career readiness, and employment, our program aims to reduce recidivism and promote long-term self-sufficiency.
